Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, expects that the Constitutional Court of Ukraine adopts the Resolution on the Appeal of 252 People's Deputies of Ukraine as to Compliance of the Law of Ukraine "On Amendments to the Constitution of Ukraine" of December 8, 2004 No. 2222-IV with the Constitution of Ukraine.
V. Lytvyn declared that "not the contents, but the procedure is being considered, so there are certain peculiarities to be taken into account." "I do not think it will be a disaster if the Constitutional Court returns us into the constitutional field, admitting to the infringements in the procedure and obliging the parliament to respond to the decision of the Constitutional Court", he declared.
Asked whether "it is possible to return to the Constitution of 1996", V. Lytvyn declared that "I would not like to predict the decisions of the Constitutional Court, however, I must confess, that it is quite difficult to imagine how it is possible to return immediately to the Constitution of 1996, as it does not exist any more." "There is the Constitution with the amendments and supplements of 2004", he explained.
"I hope that the Constitutional Court would adopt the decision, analyzing and evaluating possible consequences of its adoption. I see no grounds for political disturbances", the Chairman of the Verkhovna Rada of Ukraine announced.
V. Lytvyn called for setting up a working group to analyze implementation of the norms of the Fundamental Law and introduce the proposals "as to the action for establishment of effective and responsible power." Afterwards, it is necessary to set up a Constitutional commission involving public representatives.
The Chairman of the Verkhovna Rada of Ukraine deems necessary "to consider the Constitution as a whole" and introduce comprehensive amendments to the Fundamental Law. "However, the development of events should not stop, just because we deal with the Constitution only", he emphasised.
